Most keyboards send scancodes when a keys are pressed which contain the row and column of the key. It's the responsibility of the Operating System to convert them into characters. This mapping is done by keyboard layouts.

There is an independent database of different zones named tz database. Basically they named each zone start with the continent or ocean name then follows slash and finally the city or region name. For example America/Montreal
